Quick answer: To create a WhatsApp message campaign, open Meta Ads Manager, click Create and choose the Engagement objective. At the ad set level, set the conversion location to Messaging apps and select WhatsApp, then choose your connected WhatsApp number. Set your audience, budget and placements, create the ad with a Send WhatsApp message button, and publish.
Click-to-WhatsApp ads are one of the easiest ways to get real enquiries, especially for service businesses, local shops, consultants and freelancers. Instead of filling in a form, people tap your ad and land straight in a WhatsApp chat with you.

What do you need before creating a WhatsApp ad?
- A Meta ad account with a payment method. See how to create a Meta ad account.
- A Facebook Page for your business.
- A WhatsApp number connected to that Page. Using the WhatsApp Business app is recommended. To connect it, open your Page and go to Settings → Linked accounts → WhatsApp.
- Someone ready to reply. Fast replies matter, because people expect an answer within minutes.
How to create a WhatsApp message campaign (step by step)
Step 1: Choose the Engagement objective
In Meta Ads Manager, click + Create, select Engagement and click Continue. Choose Manual setup if you want full control over the audience and placements.
Step 2: Name the campaign and set the budget
Give the campaign a clear name, such as “WhatsApp Leads – October”. You can use Advantage campaign budget to let Meta spread the budget across ad sets, or set it at the ad set level.
Step 3: Set the conversion location to WhatsApp
At the ad set level, set Conversion location to Messaging apps and tick WhatsApp. Select your Facebook Page, and then the WhatsApp number connected to it.
Step 4: Pick the performance goal
Choose Maximise number of conversations. Meta will then show your ad to people most likely to start a chat.
Step 5: Set the audience, budget and placements
Choose your locations, age range and any interests. For local businesses, keep the location tight, such as your city plus a radius. Advantage+ placements is a good default.
- Start with a daily budget you can sustain for at least 5–7 days, so Meta can learn.
- Exclude locations you can’t serve, to avoid wasted chats.
Step 6: Create the ad and the WhatsApp greeting
Upload an image or video, write the primary text and headline, and make sure the button says Send WhatsApp message. Then set up the message template: the greeting and quick questions people see when the chat opens.
Step 7: Publish and reply quickly
Click Publish. Once the ad is approved, new chats arrive in your WhatsApp app. Reply fast, because response speed has a big effect on how many chats become customers.
Tips for getting more WhatsApp enquiries
- Use a clear offer in the creative, such as “Free quote on WhatsApp” or “Message us for today’s price”.
- Add 2–3 quick questions in the greeting, so people can start the chat with one tap.
- Use the WhatsApp Business app for labels, quick replies and away messages.
- Test two creatives at once, and keep the one with the lower cost per conversation.
WhatsApp option not showing? Common problems and fixes
WhatsApp is greyed out or missing
Your WhatsApp number isn’t linked to the Facebook Page you selected. Connect it under Page settings → Linked accounts → WhatsApp, verify the code sent to your phone, then refresh Ads Manager.
The wrong number appears
Several numbers may be linked to the Page. Choose the correct one in the ad set’s WhatsApp number dropdown, or remove the old number from the Page’s linked accounts.
Lots of chats, but few real leads
Tighten your location and age targeting, state the price or offer clearly in the ad, and use greeting questions that qualify people, such as asking for the service and area.
What should you do next?
- Track website actions too: install the Meta Pixel on WordPress.
- Collect leads without WhatsApp: create a lead generation campaign with Instant Forms.
- Build trust first: run an engagement campaign for social proof.
